Payroll Administrator
Xcel Mechanical Systems, Inc. is seeking a full-time Union Payroll Administrator to join our growing Accounting & Finance Department. Xcel Mechanical is one of the largest design-build union mechanical and plumbing contractors in California, and one of the safest in the United States. The ideal candidate has experience working in the construction industry and executing certified payroll responsibilities for a signatory union contractor.
Responsibilities and Tasks:
- Process Union Payroll for Xcel Mechanical Systems
- Validate new-hire paperwork and maintain current information for all union employees
- Accurate set up of tax and direct deposit information for all union employees
- Day to day payroll and time administration for Xcel Mechanical union hourly employees
- Follow-up with supervisors for timekeeping approvals
- Generate weekly Certified Payroll Reports and submit to appropriate agencies
- Resolve payroll discrepancies by collecting and analyzing information in company payroll system
- Interpret complex contract documents, delivery methods and agreements related to construction
- Analysis of certified payroll, prevailing wage and apprenticeship documents to ensure compliance with governing laws and Labor compliance programs
- Provide written and/or verbal correspondence assistance to subcontractors/vendors/owner-operators to resolve discrepancies or inadequacies in their certified payroll
- Interact at all levels in the organization, maintaining positive and respectful relationships
- Submit electronic payroll tax remittance to EFTS and EDD portals
- Process and remit child support and other wage garnishments
- Prepare monthly union reporting
- Respond to union audit & EDD benefits requests
- Prepare weekly payroll metrics data
- Processes lay-off checks for voluntary and involuntary terminations
- Assists with regular maintenance of payroll and tax updates
- Assists with year-end payroll tax reporting
Knowledge, Skills, and Abilities needed:
- Systems experience including proficiency in MS Office, particularly Outlook, Excel and Word
- Self-starter and able to work in a fast-paced environment that requires high focus
- Ability to research, reconcile and resolve payroll discrepancies within tight deadlines
- Experience in researching payroll and tax updates from IRS and various State jurisdictions
- Experience in troubleshooting system related issues and determining corrective action(s)
- Experience with payroll related audits
- Excellent communication skills, both verbal and written
- Excellent time management, organizational, and interpersonal skills.
- Ability to maintain confidential information and high degree of professionalism
- Strong analytical abilities, including the ability to troubleshoot problems and recognize areas for process improvements
- Works well independently as well as with other members of the team
- Able to effectively prioritize and execute tasks in a high-pressure environment
Education and Experience requirements:
- Associate s Degree (A.A.) or equivalent from two-year college or technical school
- 1-3 years of Union/Prevailing Wage Payroll (certified payroll) processing experience
- Good understanding of payroll and accounting principles preferably in mechanical contracting
- Construction Knowledge of Davis Bacon laws and regulations
- Experience working with enterprise accounting systems a plus
